An Assignment

Will you accept a research assignment? I hope so. Here it is:

When, if ever, has appeasement ever been effective as a government policy or practice? Why or why not?
How does that relate to the Akaka Bill and all that has occurred before it was introduced? Senator Dan Inouye has said that the Akaka Bill is a “first step.” Is that relevant?
