Hire more teachers, improve infrastructure, and make Hawaii's public schools second to none. Include as a part of that a percentage dedicated, in perpetuity, to the perservation of Hawaiian language, and the honest teaching of Hawaiian history. Same thing with DHHL - take the waiting list, and give them the land fee simple. Let them do with it what they will. Either that, or turn it into a homestead program for all races.
